Educational qualification

The advertisement gives two ways to qualify. You need to pass the Madhyamik examination (or an equivalent) in both cases.

  • Route 1: a 3-year Diploma in Survey Engineering from a recognised institute affiliated by AICTE or the West Bengal State Council of Technical Education.
  • Route 2: a 2-year certificate course for Surveyor from a recognised Industrial Training Institute (ITI), plus 1 year of experience in survey and settlement work based on modern survey techniques. The candidate must be familiar with differential GPS (DGPS) and/or Electronic Total Stations (ETS), and the experience must come from a government-empanelled organisation or a recognised GIS/surveying company that has at least 3 years of experience in preparing large-scale maps and land records.

All qualifications must be completed by the closing date of the online application, and the degree, diploma or certificate must come from a recognised institution.

Age limit and relaxations

The age limit is not less than 21 years and not more than 45 years. Only the age recorded in the Madhyamik (or equivalent) certificate is accepted.

  • SC and ST candidates of West Bengal get 5 years of relaxation in the upper age limit.
  • OBC (Non-Creamy Layer) candidates of West Bengal get 3 years.
  • Persons with disabilities of 40% or more can apply up to 45 years of age.
  • Ex-servicemen with at least 6 months of continuous service can deduct their service period from their actual age; the result must not exceed the upper limit by more than 3 years.
  • SC, ST and OBC candidates of other states are treated as General candidates, so they get no relaxation.

Pay level and allowances

The post is placed at Level 7 of the West Bengal pay structure, with a pay band of ₹24,700 to ₹63,900 under the WBS (ROPA) Rules, 2019. The advertisement adds that the post also carries allowances as admissible.

Application fee

The fee is ₹110 plus applicable service charges, paid online. SC and ST candidates of West Bengal, and candidates with benchmark disabilities of 40% or more, do not pay any fee. OBC candidates pay the usual fee. SC and ST candidates of other states get no fee exemption, and the fee is not refunded.

Exam pattern in short

The exam has two papers.

  • Paper-I (1 hour, 50 marks): Bengali or Nepali, with conventional (written) questions on letter writing, drafting a report and grammar, at Madhyamik standard.
  • Paper-II (2 hours 30 minutes, 200 marks): 200 multiple-choice questions of 1 mark each: English (50), Elementary Mathematics (50) and Survey Engineering (100).

You must score at least 30% in Paper-I to have Paper-II counted, and the final merit list is based on Paper-II marks only. There is a negative mark of 0.25 for every wrong answer in Paper-II. If two candidates have equal marks, the older candidate is preferred. The exam date will be announced later on the Commission's website.

Important rules to remember

  • Ability to read, write and speak Bengali is essential, except for candidates whose mother tongue is Nepali. Poor performance in the Bengali test can lead to cancellation of candidature.
  • Only one application per candidate is allowed, and it cannot be changed after final submission.
  • Reservation certificates (SC, ST, OBC-NCL, EWS, ex-serviceman, disability) must be obtained within the closing date and must come from the competent authority of West Bengal.
  • Reservation benefits (except for disability, meritorious sportspersons and ex-servicemen) apply to candidates of West Bengal only.

Practical tips

  • Keep your Madhyamik certificate ready, since your date of birth is taken only from it.
  • If you are applying through the ITI route, collect the experience certificate early, with exact dates and the nature of work.
  • Practise Survey Engineering carefully: it carries half of the Paper-II marks, and wrong answers cost marks.
